The aims of the "National Adoption Center of the Ministry of Education of the Republic of Belarus" (hereinafter - the Institution) is the provision of national and international adoption of children, the establishment of international guardianship for the realization of the rights of orphans and children left without parental care to life and upbringing in a family in accordance with the legislation of the Republic of Belarus

In accordance with the legislation of the Republic of Belarus and the Charter, the Institution carries out the following tasks:

  • forms the national databank on the adoption of orphans and children left without parental care (hereinafter & ndash; national databank);
  • keeps track of candidates for adoptive parents;
  • keeps a centralized record of adopted orphans and children left without parental care;
  • keeps records of orphans and children left without parental care, who are citizens of the Republic of Belarus, sent to study abroad;
  • in accordance with the procedure established by law, participates in the transfer of children for adoption and control over the living conditions and upbringing of children in families of adoptive parents on the territory of the Republic of Belarus;
  • participates in the coordination of the procedure for international adoption between the Ministry of Education and the respective state authorities of foreign countries;
  • interacts with organizations specially authorized by foreign countries for the adoption of children on the territory of the Republic of Belarus;
  • bears the responsibility of the Central Authority for fulfilling the obligations under the Convention for the Protection of Children and Cooperation with regard to International Adoption;
  • explores the knowledge, including   international, on issues of family placement of children left without parental care, and shares it with concerned bodies and organizations, including through the media;
  • takes part in research activities related to the family placement of children left without parental care;
  • takes part in the development of normative legal acts on the issues of family placement of orphans and children left without parental care;
  • within its capabilities provides information, methodological support for governing bodies   education, boarding schools, social and pedagogical institutions on the issues of family placement of orphans and children left without parental care;
  • in accordance with the procedure established by law cooperates with educational authorities on issues of family placement of orphans and children left without parental care;
  • in the prescribed manner interacts with diplomatic missions and consular offices in the Republic of Belarus (hereinafter - foreign missions in the Republic of Belarus) on issues related to the international adoption of children and the establishment of international guardianship over them, as well as on the protection of the rights and legitimate interests of children - citizens of the Republic of Belarus left without parental care outside the Republic of Belarus;
  • submits statistical reports as established by law

2. In accordance with the goals, objectives and type of economic activity, the Institution:

  • maintains and updates the national databank;
  • provides interested parties with information on the adoption procedure and the list of documents required for adoption;
  • carries out the psychological examination of candidates for adoptive parents and documents its results in writing, prepares candidates for adoptive parents according to programs recommended by the Ministry of Education of the Republic of Belarus;
  • offers children for adoption to candidates for adoptive parents. Information on whom is contained in the national   databank, handles the meeting of children with adoptive parents;
  • prepares suggestions and conclusions required by   in the process of coordinating the procedure for international adoption between the Ministry of Education and the respective state authorities of foreign states;
  • maintains the Register of Foreign Organizations for International Adoption and controls the activities of foreign organizations for international adoption, as well as individuals-representatives of these organizations included in this register;
  • examines documents on international adoption, prepares appropriate conclusions, receives written permission from the Minister of Education of the Republic of Belarus (hereinafter referred to as the Minister of Education) for adoption or   recognition of adoption;
  • examines documents on international guardianship, guardianship over minors, prepares appropriate conclusions, obtains the consent of the Ministry of Education for the establishment (recognition) of international guardianship, guardianship;
  • sends documents of international adoption to the appropriate authority for consideration and decision;
  • sends through the Ministry of Foreign Affairs of the Republic of Belarus (hereinafter referred to as the Ministry of Foreign Affairs) information on the adopted adoptions, on the established guardianship, guardianship over   children-citizens of the Republic of Belarus to the foreign institution of the Republic of Belarus of the country of permanent residence of adoptive parents, guardians, trustees in order to monitor the living conditions and upbringing of children living in the territory of a foreign state;
  • sends written permits signed by the Minister of Education to the Ministry of Foreign Affairs to recognize international adoptions of children-citizens of the Republic of Belarus made by the competent authorities of a foreign state as valid in the Republic of Belarus, or written permits from the Ministry of Education to recognize international guardianship, guardianship over minor citizens of the Republic of Belarus as valid in the Republic of Belarus;
  • performs the functions assigned by legislative acts to implement the procedure for international adoption, international custody, guardianship of children;
  • monitors the provision of information on the living conditions and upbringing of children living in the territory of a foreign state, the citizens of which are or on the territory of which adoptive parents, guardians, trustees are permanently residing;
  • analyzes incoming information about the living conditions and upbringing of children living in a foreign state of which the adoptive parents, guardians, trustees are permanent residents;
  • sends copies of reports on the living conditions and upbringing of children, who have received international adoption or guardianship, to the guardianship authority, in whose custody the child was before the establishment of international adoption or international guardianship;
  • in the prescribed manner submits proposals on amendments and additions to the legislation of the Republic of Belarus regulating issues of family placement of orphans and children left without parental care;
  • considers, in the manner prescribed by law, appeals (proposals, applications, complaints) of citizens, including   individual   entrepreneurs and legal entities;
  • prepares, parses   and submits statistical reports in accordance with the law;
  • takes part in the consideration of cases in court on the establishment of international adoption, cancellation of international adoption;
  • performs other powers and authority in accordance with the legislation of the Republic of Belarus.
